It allows you keep track of enemies outside of you field of view for more than a couple seconds.
more useful for lighter mechs than heavy, and more for brawlers and than ranged.

Contrary to what some believe, it does not allow you to maintain missile-lock on something out of your FoV.

read above on why 360 is better.
Seismic might be better for you personally, but 360 is better for the team.

If you're not running Streak-SRMs, or LRMs, then target-decay is of really no use to you.

Your not looking at the long view.
First, do you think just because you brawl that you can defeat the entire team by yourself? The answer is probably no and having target decay will often times save your rear end when your down to a red CT and that last minute LRM swarm comes flying in to save the day.
Additionally on this point, without your team helping you out, your going to die much faster which mean you will do less damage and earn less XP and credits the less you help your team out.
Second, think about how many times do you have an enemy mech drop briefly from view just long enough to lose targeting lock, then when it comes back into view, think about how long it takes for it to come back up. Those are precious seconds that you have no idea about the vulnerabilites of the enemy and could mean the difference between life and death.

Possibly the cap accelerator as well but that remains to be seen.
The rest of the modules are "meh"

Of course neither is all that useful if you don't have LRMs or Streaks
I wouldn't compare 360 to siesmic, they are used for completely differnt purposes.. Siesmic doesn't assist with targeting, it just lets you know someone is near, 360 (and decay) are targeting enhancers.

thats how I use it, on my lights as I run through a battle so I can keep a target for my missile boats. I also keep an eye on the missiles, and a second before impact flip around and TAG them.
