If you like to poptart take the 732.
If you like to play around with an AC20 take the 733C.
If you like missiles take the 733.
If you prefer energy based weapons take the 733P.
Overall i thing that the HM is the best Highlander. 2 ppcs and a gauss in THE ARMS? Yes please!
The 733C is my close 2nd, cause the AC20 and the rest of his loadout make it an awesome brawler.
And as i love me some LURMS, i would vote the 733 as the third best highlander.
Sadly i did get the 732 in a sale.... but it can missile boat quite ok, too

732 and 733 are not bad either, but boating three PPCs with 732 or four SRMs with 733 is not so attractive any more because of the heat penalties.

I got the 733P for elite but it runs too hot. Maybe when clan tech comes available it will be more useful.

In the end I've never found much use of te P, while I own all the other three. I don't have the HM though, and I don't even plan to buy it. I rarely have/keep more than 3 variants of the same chassis, these Highlanders deserve their triplet in my hangar. Even Atlases lost their 3x status (I got rid of the RS), so far only HBKs, Cataphracts, Highlanders, Catapults (they may lose it soon though) and Stalkers got it.

I was going to reply with exactly the same build as Fuzzy above until I looked at his and realized that great minds etc etc.
Only thing different was that I would recommend getting Artemis. It takes up no tonnage, but if you have nothing but ssrm2s and lots of cash, it will double your lock-on speed without taking up crits or weight, and that's all it does. It's currently considered to be a bug that it does this, but given that the devs have known about it for at least eight months and haven't fixed it (probably because it would require ssrms to lock independently of lrms) it's fairly safe to assume that it will stick around for at least two more. Might not sound like much, but when your target is going 150kph, that few seconds of lock on time make a huge difference.

I've been mucking around with my 733, trying to keep it useful without a Gauss Rifle, with 3 SRM6's, an LBX-10 shotgun in the right arm, and a PPC (oh, no's!) in the right torso. Endo, DHS, Standard 300, 2 jump jets. It's working pretty well now, though this build can be duplicated in any other model with more flexibility.
Note that I believe all Highlanders still suffer from the "phantom NARC tube" in the left torso that mucks up SRM shots fired from that area in certain conditions, so keep that in mind, too.
