Go back one page and look at the picture... http://mwomercs.com/...ost__p__2675048 links directly to the post. Also, the ProPho has a FAQ and the link to that FAQ is on the announcement page.
Meaning, if I wasn't trolled, you now have all the info you could want about Project Phoenix (ProPho in my lazy typing).

lol I see what you did thar!
Edit: To answer, just in case there was a legit question in there too: No. One Thunderbolt variant does have ECM, but it's not included in the Thunderbolt's available.

;-)
I'd love to see a Shadow Hawk with ECM, or a Locust too.

Each mech you get in whichever package you ordered will come with its own mech bay slot. No need to purchase any additional bays.

I'd ask for a refund now. There won't be anyone to play with SOON.

If you're using soon in the same sense of "Soon, we'll all be off this mortal coil" then sure, soon is probably right. Anything else is pure speculation, but I know I intend to keep playing.

The option always exists for them to add more variant chassis later, and I for one am hoping we get a heavy/med with ECM capability for when tonnage limits kick in and we will usually be going without the ECM umbrella of the DC Atlas.
And yes, I know the lights have ECM, but how often do you see the lights sticking around with the main body to provide ECM instead of dashing off? Its a rare PUG that happens in.

Well the original Battledroids was released in 1984 so ok not REALLY 30 years old but I think we can call it close enough.

lol. Not to justify what they did - it was ****** - but most players don't even know. The upset folk on the forums here are a trivially small number. Hell, all the active forum folk no matter how they feel about this is a small portion of the playerbase.
The game is still as fun as it was before, PGI's "LOL! You believed us!" notwithstanding. The ability to safely peek around some corners does not utterly ruin it, and the majority of players are going to play so long as the game is fun for them. They neither know nor care about any of this.

...but much more interesting is for them to add a Heavy with ECM. An ECM TBolt would add something legitimately new to the game: A solid Heavy with ECM. ECM Locust = not fundamentally different from an ECM Spider/Raven/Commando, except slightly less harmful. An ECM Shawk would be gnarly, admittedly, getting us a high-end ECM Medium, but at least there's already an ECM Medium option.
But right now, ECM coverage stops at the Cicada and is totally unavailable until you hit the far end of the spectrum at the Atlas. An ECM TBlot would fill a monstrously huge, gaping void. See: TDR-7SE

I'm not sure you realize this, but there is no PVE content. When they leave, you won't be able to find a match. It will fail more often than it already does.
