I have updated my driver, no effect. Re-installed the game, no change.
I'm kind of bummed out now. Hopefully it is a game patch issue (messed with the optimization for certain video cards) and will be fixed soon. I run a higher resolution because I play on my television and 720 doesn't display right. I would hate to have to play without the TV on a lower res just to get the game to work now .
I just don't know what else to try.

Stealth Mode...*sigh*. My computer was using the on-board video card instead of the Radeon card. It was odd because the laptop switches between the two if you plug in or un-plug the laptop. My computer had been plugged in so I didn't even think to check it.
Well, at least my video card driver is up to date, but now I need to put all my game setting back in.

The game has really been running like **** for me since the last patch - I even tried dropping down to low spec (...gross) and still chopped like mad.

At a minimum we need to know
CPU - Make (Amd or Intel) and model (A10-6800k, FX-9590, Phenom II x4 black, I5-750, core 2 quad q6600, Pentium G2120) and speed if overclocked (2.9G, 4.2G, 5.7G)
Motherboard - Vendor (Gigabyte, ASRock, Asus, Biostar) and model
System ram - type (ddr1 or 2 or 3), speed, and amount
Operating system - Windows, 32 bit or 64 bit. (Mac, Linux with wine or similar running [might be possible don't know])
Video card - Discrete or Integrated, Make (Nvidia, Amd), and model, amount of Vram, DDR2/3 or GDDR5 type ram
Power Supply - Vendor and/or wattage rating (mainly for those who have upgraded but are having problems getting things to work)
Almost all of the above can be gotten by running CPUID's CPU-Z

and if you are really not into copying the info you can store the results in a txt file and past it into a spoiler (please use a spoiler) however I would not really recommend that as it stores tons more info that what we need to help.)
Just saying "I have an FPS problem" is like telling a mechanic "My car wont start" or a doctor "I have a pain". More info is needed.

Last game I played, it dropped to 8 fps when the action started - impossible to play with it that low.
