Well, it's not just an ammo bin. It also includes the loading systems required to get the ammo to the weapon. This is also why when a gauss ammo bin is hit it's rendered useless, even if the rounds don't explode. In the case of AC/5 vs uAC/5, it probably has to do with the ability to quickly load the ammo for the second shot.
