PSR is a zero-sum system, so it's quite possible to get that high of a match score and still go down - if the other pilots in the match have high scores as well. So in general, if you get that high of a match score you'll go up, but it's all about your relative placement, not any particular level of match score.
As for your Mediums not having enough ammo, you might be missing more while you adjust, or just be facing a different mix of enemies with superior armor quirks, damage-spreading skill, 'mech architecture, etc. Multiple balance passes have been implemented in the time you were away, so some stuff is going to feel wrong - or have different quirking than years prior.

I know my accuracy isn't as good at the moment. Not horrible, as I can keep lasers on target, but not on a single component like I use to. At least, as I work my rust out. However, I tend to be emptying my LRM bins dry now, where as before I use to not and still get decent scores. (I also use other weapons, do not worry.)
I've noticed the perk changes. I'm not sure if I'm up to changing my mech builds yet. Most of them still match the mech perks, except my Crab. I've been monitoring the perk changes via patch notes, and noted a general upward trend of health and a more generalization of weapon boons. Doesn't translate perfectly until you play it though.
For PSR, I do understand how it works and goes up or down. So at least I'm being told that it's not normal to have such inflated match scores in a given match. That was the part I didn't know, as that's not something covered in a patch note log.
It feels good to be back. Now if I can keep my courage up and keep playing... PvP is still intimidating for me. Always has been.

We also should keep in mind, a MS event is in progress right now, so some people might purposefully be attempting to inflate their scores. That might also be a culprit.
