Well i don't know the exact data or how it performs but that's partially true.
In theory maps affect a % of the overall HS cooling efficiency
JJ generate a fixed heat when used (you can notice your heat raises when using JJ ), yet this seems a kind of **ghost heat %** because it do not increase the
Generated heat but seems to affect as the dissipation effects (if you are at 99% heat and use JJ nothing happens yet if you are running at 0% heat and use JJ they do raise a fixed % above that number JJ seems to not generate extra heat) -
hence why i theorice JJ use reduces the overall heat dissipation
Moving the Mech, also increase the Heat (you can stay at 0% on tourmaline stationary, but asap you move heat raise to a fixed percentage) i do not know if this takes over a % of cooling efficiency or just raises the minimum heat thus eating a part of the total heat threshold.
P.S: i don't know how JJ usage or engine speed affect properly the Heat capacity or disipation of Mechs but i can assure the game does show, the heat scale being affected by those.
