I think the loss of IFF was actually a great feature that would have worked well and awesome in a game with a different targeting system.
Imagine that you could actually target your allies - and ECM would simply remove the colorization and you would be forced to guess whether you should shoot at the target or not (or know how your team looks like). Heck, it would make even camos a bit more important, because you really want to avoid the standard green colors so that your team mates don't shoot you automatically.
But the targeting system doesn't work like that, so...
A neat use for ECM would be to create fake sensor signals - a single Raven comes at you, bu you detect actually 6 mechs on your RADAR, and until you realize that 5 of them are fake, you're focusing the wrong direction or changing your cource to avoid the menace. Of course, that's another thing that the current LOS based sensor system cannot really do well.

Before ECM, the Raven was considered the worst light in the game, if the current chasis specific bonuses were applied to the 3L back then, it wouldnt have even been the best Raven.

Let's put it this way:
If all mechs were ECM capable, would you ever not equip it?
The answer is a big resounding 'NO', and that alone is the proof that it is overpowered.

You know what? I think that there were always people like me completely uninterested in all the ECM drama, just cause we( read: I)'re not exactly guided missile persons.
The only downside of the ECM I've felt this far is the info gathering or the need to be in range and switch to thermal to indentify the situation better.
If I, ocassionally deciede to take on some streaks I will NEVER EVER EVER EVER do it without BAP. And it's not only cause of the ECM neglation you know?
LRMs(which I also refer to as "easy mode" and I will continue to do so, no matter the attempts to show me how much "skill" does the weapon require and etc. )... well news flash - it's a war out there and people don't exactly like to be hit all the time from people with no LOS on them.
I can see why someone would want to stay behind a hill, completely cut off from any danger, while the other guys like me are giving their best and their lives to push the team to victory, while the the someone named would just unload volley after volley in his exciting point-and-click adventure, delivering more damage in the long term than I/we/that guys will do.
The numbers of LRM boats I encounter in some(read: about half if not a bit more) of the games are concerning with the ECM as it is, I really don't wanna imagine a world where there is no such thing as partial LRM neglation.

Use tag. Teamplay. Stuff.
It aint working in PUGs?
Still.. the guys that like any other play style than the guided missile locks are NOT the ones to blame, neither the ones that should/must take the consequences for your inability to hit something with a guided weapon, that you can fire from cover, that, in fact, does HUGE amount of damage if no AMS present(still in PUGs - quite common case scenario tbh).
And by HUGE I mean being-able-to-kill-assault-in-10-secs-of-landed-hits huge.
I've experienced myself not a single time and It's not an overstatement by any means - I've been literally obliterated few times by LRM boats cause I was stupid/silly/not concentrated/focused - generally my fault.
It's not my type of weapon, but it's a good one as far as I felt it on my sorry *** - and as it's probably the weapon that depends on team play the most - it has always been for obvious reasons.
You wanna solo a whole DDC team with it? Bad news for you.
And btw - I'm one of those players that would aim at some DDC first just to give you the chance to rain your missiles - aside from my other personal reasons.
