First I want to add another reason pre-mades will stand around at start. It's to get an idea of what the PUGs are going to do. Sometimes if you start off they will follow, but often times you have some that are going their own way no matter what and sometimes it's best to just stick with the group.

Plenty of TS servers out there that are open to the public. No Guts, No Galaxy is the biggest, but there is a thread in the New Players section that lists House and open Merc servers.
Also as others mentioned, there are Merc units that are not limited by region. DHB has many non-NA players. Also, it's not like you have to have a 4 man to drop. You can drop with just 1 friend....

Ever thought that maybe it's because this isn't meant to be a typical shooter? Once CW arrives, those things would be simply a sideshow, and take away players from main point of the game. Splitting up the user base is a bad thing.
Also, why not put forth a little effort? There are solutions out there, but over and over again we see posts like yours where all the blame is placed on PGI because they didn't hand it to you. Take some responsibility and make it better instead of just complaining about it.
