DHS are 1.4 because during PGI's internal testing convinced them that a full doubles were overpowered. Whether you agree with that or not is irrelevant. However, I will point out that the testing occured over a year ago and things have changed since then (HSR).

PGI (Probably) didn't test Double sinks for 30 years or a minimum of 4 other MechWarrior games. Most of us have. PGI should have let us decide if they were to strong or not. We are, after all, the ones who is financing this shindig. That is Us... the paying customers.
