Sadly, the build can be replicated on the 732 (or 733 for that matter), so the build itself doesn't into account any of the uniqueness of the 733C chassis at all.

"There's no new content" - Like it or not, a Hero and Champion mech are new content. Beyond that, Jenners get a facelift (which is new), and the new spawn/cap points might make many of the maps feel like new.
"There's no balance fix" - Hitbox redesign helped make the spider mortal and helped the Awesome's lot a bit, this pass fixed some actual balance flaws (IE, the Cent's unearthly durrability), and may help a few mechs that need some loving (Treb, Dragon). Also, new spawn/cap points are a balance fix.
"There isn't a lot in this patch" - 5 mechs get fixed hitboxes, 2 "new" mechs, new look for jenners, several bug fixes, and new spawn/cap points for every map? Sure, it's not Project Phoenix level new content, it's not UI2.0, and it's not CW, but there's a lot in here, including some bug fixes.
Sure, it's not a miracle patch, nor is it a major game changer, but I count several improvements that look to make the game better post-patch than it was pre-patch, and I don't think that there's anything wrong with seeing some improvements

I'm also already anxious for Dec 17th patch, so good!. But the Dec 3rd patch has some nice bits to tide us over as well.
I love how he thinks this lazy patch is going to tide us over till Dec 18th. What a joke.

The new Hero Jenner is a sad waste of an opportunity though... While I love Jenners, the lack of JJs is a deal-breaker for me.

There is no need to use a Steaktaro now. You can not start bulking up your kintaro's with weapons that will hurt - medium and gasp, even heavy mechs too!

... k?.... what was wrong with them ? .... never read a bad feedback about the new torsovisuals... only about the new ugly looking Misselboxes and tiny ppcs. I was thinking they will fix the missleboxes and ppcs after the twitterresponse of russ.

The hard points are "unique" not very good in the current metta, but If they fix SRM hit detection issues and make some slight balance tweaks to make LRM's more viable, I can see this being a fun loadout variant.
What bothers me though is the 20% accellaration reduction "quirk."
It would be one thing if all the jenners have that (and that might be something to concider if you want to make locusts more attractive.) but having it as a one off is not fair. You already have a very poor metta playing loadout, coupled by having JJ restrictions, so the ONLY thing that you would expect to have going for it would be comparable speed to other jenners, but instead, you get a quirk that neuters the only thing you would have going for it.
I would say that if you ditched the quirk, the chassis would have some potential in the long run of the game, but as it stands now its pretty underwhelming.
