An xl255 gives it 64.8 with tweak, and an AMS provides a little bit of respite from the lrms and srms, given that you are a bit slower than most heavy mechs. It has a 1.34 heat eff. which is a bit low for some, but I find that it's easy to manage after you get used to the build.

I've seen worse, but I've seen better.
Try that build on a 3d or Illya with a bigger engine, and no Large Pulse.

I like my 4X (i own all of the phracts and have 2 3D's) but be aware that its slow as heck and you'll need to stay with other mechs because its not an agile mech by any means.

Ammo placement could probably be better but wanted to jump in and try it out. A non ER laser would be better for brawling, worked out fairly good with 10 DHS and some disipline even on a hot map. Machine guns are meh, 2 more tons of ammo might be better, but I like crit seeking damaged spots in a brawl.

CASE does nothing if you have an XL. Otherwise, not bad... though I would probably drop the srm and move the mg ammo to the head, and add a ton fo ac ammo to each arm

Standard 255.
Standard Structure, Standard Armor (400 points).
Weapons: MPL * 2, AMS, 3 MGs, 1 UAC/5, 1 Streak SRM-2, BAP.
MWO 'heat efficiency' 1.88, runs super cold on every map.
19 DHS (mostly to buffer and protect weapons and ammo).
Combat Archetype: Flanking brawler (separate from front line and close in on isolated enemies and then the side of the enemy's main force) or second line support (hang out behind the front line and make short work of lights, mediums, and anything else that 'gets through the line').
When approaching enemies while under fire (and unable to avoid it), pivot and look upward to spread damage across both torsos and your arms. Always look up at LRMs or twist 45 degrees with arms as high up as can be (armlock off). (Looking down causes LRMs to damage back and front at the same time for devastating effect).

I used to run something similar. But I didn't have the SRM, AMS, or extra sink. But I did have ferro armor and a 255 standard engine.
