First, those hours are a bit of an exaggeration. It shouldn't take more than a few matches to earn enough to cover the cost of any weapon currently. Secondly, Cbill earnings per match can be raised to cover the average loss attributed to weapon failure. And good pilots who rarely take too much damage to their internals would actually come out ahead.
As for the OP: It all comes down to convenience. You could add a new feature that adds a small amount of strategy to the game, but in exchange you have one more thing to check before entering battle. As it stands, there's no lack of strategy in the game as is, and many new players feel the mech lab is too complicated even without the additional mechanics. Plus there would be plenty of times that your ac20 calls it quits, but you forgot to rearm before a match. The first time it happens to the average player, they'll scream bloody murder and demand a rollback.
If there were ever a 'hardcore' mode (and there likely never will be) it would be a great place for this kind of thing. For the standard game, though, I say no.

Right now there are way too many people playing the game like suicidal maniacs - it doesn't matter if you over extend yourself while chasing a kill, it's not as if losing your Mech has consequences. Just run straight up to all of your targets and face-hug them until one of you blows up.
Really, really hoping that PGI brings back Repair and Rearm!
