It's pretty simple:
If PGI hadn't "hotted up" the heat system so much, SHS would be viable. Instead, they screwed up DHS and made 'Mechs push so much heat out that not only were SHS inferior, they became NONVIABLE under almost every circumstance.
DHS are underperforming AND choke under a huge heat burden, while SHS are simply obliterated by the added head load.
This is one case where SHS AND DHS should be improved. Keep it simple. In Battletech, a DHS sinks one more heat than a SHS.
Make a SHS cool 1.5 (taking into account that MWO doubles and triples heat generation rates thanks to higher ROF) and a DHS 2.5. No more variations by "it's in the engine" or "it's external". KISS.
Mechs can function with 1.5 SHS, especially ones with low numbers of energy weapons- while DHS are more efficient, the SHS then becomes minimally viable AS IT SHOULD BE. It's outdated tech, but even outdated, it wasn't USELESS for cooling- merely less effective. It would increase the number of viable SHS builds, while leaving the DHS appealing in turn.
Heck, people might even have 'Mechs that love the water cause that silly "leg sinks cool better in water" mechanic would ACTUALLY MATTER. Heaven forfend.

seriously, it's been 2 years and we don't know the bonus (if there is one) of heatsinks in the legs.
if it's a 160% increase in cooling per heatsink in water then it would be worthwhile in most maps
TT rule was your sinks get double the cooling and a Clan double sink becomes a triple. If They are following canon.
