First and foremost it could be called poor reporting to contrsuct the title they way you did.. While not a lie it fall short of telling the whole story. A simple "for now" would have fixed that problem.
Or I could have said "Soon
TM" since we all know what that means around here.

Now on to the issue it self... Seeing how most people complain about pre-made groups and their use of coms people will have to be on coms in order to be competitive and thus they need to either have a group already or be on one of the com-hubs. Thus the problem is solved for the moment. A simple way to compensate right now is that PGI promote the hubs a bit more instead of them dedicate time to develop a feature that would only be a benefit to a VERY small amount of people and at best be a QoL item. Sorry that is how i would see it if i was developing/managing the project (and yes i have three years of university in creative project management. So it is not like i speak from my behind) Especially as i would (like Russ pointed out) dedicate everything not needed for day to day to working on CW. It is way wya way more important then private matches lobbies right now... Sorry to say.
The thing you and others are missing is that this was billed as the "Sorry you can't create a group over 4, because programming is hard, but we'll have the private match system with a lobby, and while you'll be unable to receive rewards in it, because exploiting, you WILL be able to play with your friends again"
So now its
You can build a group over 4 and less than 12, but...
1. You won't be rewarded for doing it
2. You'll likely need to use PTime to use it
3. You'll need 3rd party software to find a match
Lazy developer is lazy.
