It's not a Phoenix Variant (bonus to both C-bills and "Loyalty/Faction points"), but a Thunderbolt variant intended to be released, as per Russ's hint.
Edit: It's a free mechbay+mech deal.
It looks to be the "weekend challenge".

No, it's the 9SE that is available right now (the only semi-OK mech that doesn't really compete with the 3D, despite some similarity in grind tree for the JJs). The 9S is "not available" AFAIK, but is perfectly lodged in files viewable @ Smurfy's Website.
It's like the 5S, except you get more energy to go with the arm dakka.

Doh! Thatll teach me to check Smurfy first....9S doesnt look all that appealing compared to the 5SS....not saying I wont try for it though

If you read one of the reddits, the 9S was in the data files, but wasn't "officially released" (note Paul's reference to 6 mechs, and the patch notes).

Well, it has to do with the state of ECM...

I'd probably give it to the Dragon first though... but it is in a bad state and naturally fragile...
