There's one change to the whole thing, the engine is STD 235 instead of STD 240.
The reason for this is simple and complicated at the same time (the 65t chassis means you can't take the 10th 'free' heatsink + BTech STD 240 != MWO STD 240). However, if you don't mind purism, since other stock mechs ignore it to an extent through the speed boost inconsistencies as well, you should just install STD 240 and call it a day. You're still willfully going into a match under your tonnage and in a death trap to boot (but that's half the fun, isn't it?

Well, I would never do a higher tonnage for a Surrogate Mech, too much wasted tonnage.
Rifleman-3N is hard to simulate at its actual tonnage, closest is, ironically, a Hero some do not like, the Fang. 2 Ballistic in one arm for AC/5, 2 Energy in the other for LL plus 1 side torso Energy for a ML, when done you will only have to figure out what to do with the 1 ton from the missing ML. The 3C could be done on the IV-Four, ML in CT instead of RT/LT. The 4D would be any non-Hero Quickdraw with 2 of the weapons in the torsos instead of the arms.
So far, I have only found 14 Mechs not in MWO that could be accurately replicated with what we have, 1 is missing some tonnage due to engine limits, another I have no idea how I cannot fit on it everything it should have by TT unless it got errata I missed. All have the correct weapons in the correct locations. Others could be done if you excuse weapon locations like the RFL-3C and -4D I mention above.
