So rather than seek a solution using several other mechs to handle a situation caused by several mechs being used cooperativley you want a nerf to NARC.
Solution one: terminate the NARC mech Have you noticed that little mechs with NARC die in a puff of smoke if they are actually hit.
Solution two: Use ECM support to jam the NARC's signal.That raven is probably paired up with a LRM boat (stalker/Battlemaster etc) The NARC is harmless without that other mech taking advantage.So why should the solution not require cooperation from your side?

Not quite. The narc'd Mech gets no indication at all, and there's a big difference between "INCOMING MISSILE" which is easily avoided by getting behind a hill, and "LOL YOU'RE NARC'D YOU'RE DOOMED" unless you power down.
Powering down vs normal missiles is useless as the volley in the air is still going to hit you, so you've really accomplished nothing. Powering down vs narc-assisted missiles is the only way to prevent death unless you have COMPLETE cover available nearby.
