My two cents.

All Clan Omnis have always the same engine, aside from some odd cases where an OmniMech has a non-Omni variant (extremely rare, usually they're some kind of prototypes or technology test-beds).
You want to customize engines, use IS mechs. If the Clan mechs could be modified as extensively, they'd be utterly superior.

Thats why the engines would be locked to each variant.
I'm more worried by the Adder's uselessness and the Stormcrow's "I can do everything" situation. It's now as fast as a Light, can carry more payload, and has more armor. While I don't need a lecture on the fact that it *isn't* a Light and as a result can't turn as quickly, be a smaller target, etc., it still makes no sense to me that the Stormcrow was given the same speed. I would understand if it was a 45 ton Mech, but 55 tonners are supposed to be brawlers with lots of guns in my mind.

First, all variants have the same engine. Second, the Stormcrow is supposed to be the all-rounder. Third, that is how it was in BT. Fourth, just because you want it to be a gunboat does not make it so.

And there are a couple currently unreleased OmniPods that would give it up to 15 energy hardpoints or 13 energy hardpoints and 3 missile hardpoints.

They won't make the speed comparable. They'll take more equipment or heavier firepower instead.

-20% of each would be appropriate for 2 out of 10 crit slots being destroyed.
It would be cool if quirks affected this. Ex the nova prime side torsos have a little extra shielding for the radiators, so it only loses 10% cooling.
Kit fox non-jumpjet side torsos could have a quirk that causes movement to only be reduced 10% instead of 20.
I am also very pleased that the engines are locked. Reason 1 is balance. Reason 2 is lore.
I like to think of customization limits as based on what an epic mechwarrior would have access to.
Some complain that IS mechs should not allow customization of engine and structure... I disagree. There are IS 'hero mechs' in lore that have different engines, etc. If Rhonda Snord can do it to her highlander, why cant I?
Clan hero's should always have the same engine. In lore, legendary clan warriors often swapped weapons, but the engines were not changed for 'hero' mech, ex. The Dire Wolf widowmaker.

agreed - clan mechs are highly dependent on those internal heat sinks, and there should be a significant effect on the mech when a torso is blown (other than losing guns, of course). Having said that, often times the loss of weaponry ends up improving the heat efficiency of that mech anyhow, so someone would have to run the numbers to see if such an effect would really matter!
