It's supposed to. That's what it's designed to do. It shouldn't not do that. Too many people in MWO want something removed or fundamentally changed because "i don't like it"
That's not a valid reason. Better comm abilities would drastically mitigate (not remove or stop as it shouldn't do that) those affects. That's the point I'm making. The underlying issues with MWO rarely have much, if anything, to do with most of the "remove this" "nerf that" "change this" threads I see.

There's never EVER going to be a "perfect" balance in any game, much less one that allows players to completely customize the units they use. That's not what should be looked at nor should it be a basis for ideas and suggestions. What should be looked at is what would improve the system and/or mechanic.
There are just as many people that compeletly dispute every single "ecm is op" thread as there are that support it. So suggestions of "remove it" or "it shouldn't work like this" simply aren't going to do anything other than flip the coin so then you have 20 million "ECM needs a buff" threads. Instead of that, start looking at underlying issues that are key at reducing the "side effects" such as PUGs not being able to coordinate well in the face of ECM forces. THAT'S how you begin to "fix" things.
