I have never seen the lowest as Heavies though.

Battlemech agility (acceleration/deceleration, turn speed, torso twist speed) needs a look over. Light/Medium mechs simply can't out-maneuver their heavier counterparts, so they get shot to pieces at all ranges. Either Light/Medium agility needs to be increased or Heavy/Assault agility needs to be decreased.
Secondly, Battlemech sensors need a re-work as well. Others have presented this idea in better ways than I can, but essentially smaller mechs need to be able to get closer before being detected than larger mechs.
Thirdly, Battlemech scales need a bit of a tweak. This is more for Medium than Lights, but there's a few cases of poor scaling in Lights as well (for example, look at the Locust versus a Jenner versus a Cicada - the Locust is almost the same size as a Jenner [which is 175% of the Locust's weight] while the Cicada is a giant compared to the Jenner [while only weighing 114% of the Jenner's weight]).
In my opinion economic incentives (a la increasing rewards for lights, or re-implementing Repair and Rearm) will not fix the problem. People will just use Lights to grind cash and then whip out the Heavy/Assault mechs when it's serious business time.

It's not that bad. You play conservative and careful, capitalize on people eating LRMs - they're busy.
You're inferior to heavies and assaults though and cbill/xp gain is snails pace by comparison.

At that point you're just better off in a heavy with the firepower to punish real targets and carry harder!

The only real advantage light mechs have is speed which is partially nullified by the fact that a lot of heavier mechs have incredibly good torso twist and respectable speed for their size. (I actually hunt lights with my 400xl Battlemaster, they never expect an Assault to be able to do 80kph and torso twist faster than they can circle me.)
Back in early Beta when there was repair and re-arm costs Lights were very good because they could farm c-bills with minimal risk on a bad loss.

Then again people like me would like to see those Buggy Lights actually get fixed so people dont exploit the poop out of them with their bad Hit reg, bad hit boxes, bad lag cause by bad networking and excessive speeds and a stupid radar system that doesnt let you see a mech shooting your ass because its behind you.
Besides its just terrible that you cant run into the middle of a fight and not get 3-4 kills right? because ya lights were meant to run into the middle of a dozen mechs and kill 3-4 mechs before exiting stage left and getting ready for the next act.

Recommentadion: More rewards for lights, in every way possible. Right now they are not worth taking and it must change. Also, reduce mobility, turning rate etc an all heavies and assaults, they are far too agile for what they should be. Assaults are to be clumsy and very slow turning, and heavies should be somehow close to that too.
