Surprised nobody has brought up Radar Deprivation yet.
Its easily as useful as AMS/ECM as far as avoiding damage, and weights nothing.

It is THE get out of LRM spam free, card.

I think the ONLY change that needs to be made to ECM is to reduce the AOE of it to ~ 50m or individual mech only.
