Negating 50% of Basic (tier-1) skill bonus
= win
losing 2 heatsinks after losing 50% of your heat generating weapons
= pointless

Let's take the current meta build and observe what happens when you loose the side torso: TBR-C Laser Vomit ST Destroyed
You still got 3.91 Heat Dissipation per second. -1 HPS would mean 25% drop in heat dissipation.
Let's look at the PoorFox: KFX-PRIME ST Destruction
2.25 Heat Dissipation after loosing a side torso. Another 1 HPS less is a whooping 45% less heat efficiency.
In the end, Timber Wolf would be the least effected by this change and mechs with small engines and low DHS number would be hit the hardest.
A flat 20% heat penalty on all clan mechs seems more fair from gameplay perspective.

0.5 Heat per Heat Cycle for the 1st Engine Hit
1.0 Heat per Heat Cycle for Two Engine Hits
but they are going with 10% Engine per HeatSink Value. Which is a LOT Nicer to STD Heat Sink Users

Also, you do know that engines are more than JUST heat Sink receptacles? It is implying that the engine took enough damage to no longer be functional after 3 critical spaces are destroyed. Since the largest part of the engine is in the CT it sort of makes sense that 4 HS are there, and 3 per side, when possible.
The Side torso Ctirs are Engine "Shielding" Which protects YOU from being your own night light. Loose enough shielding and your engine shuts down to protect the squishy biys in the cockpit. We are sitting on a Fusion Reactor Not a Hemi!

You can think of it as loosing 20% Heatsinks of a still functioning Engine for Clans, but only loosing 10% heatsinks of a destroyed IS engine if it makes it more logical.

Unlike you most don't enjoy having some mechs be clearly superior to others. Wanting some mechs to remain OP is not what most want and it's not what PGI said they would do. So when they clearly fail to do what they said they would, it's common sense to react to that.

Most don't care what you want either, so I will continue to pitch what I am here for. After all it is a BattleTech game now, and I know BattleTech very well.
The Clans are to weak as it is. Soon there will be reason for wanting to be a Clanner. Since their Options are much more limited than an Inner Sphere player.

As long as you lose the torso outside of an intense fight and you're not riding in the 90% heat range, you probably won't notice much.
But, if you're riding that edge in a brawl, keeping your weapons firing as soon as you can without overheating, and you lose 15% capacity and 20% cooling, you're probably going to feel it.

This is the reason I thought the destruction of a Clan XL side torso should also result in a performance drop. The side torsos are a functioning part of the engine and not just a place holder for heat sinks. If your car engine is a V8 and it loses two cylinders, it isn't going to generate the same amount of power.
Now, for the sake of balancing Clan XLs with a soft touch, I am for just affecting heat only and seeing how that goes first. We could bring out the nerf hammer and smack performance down too, but baby steps. Let's see what this gets us first.

More balanced mechs mean more mechs are useful, instead of most players just jumping into Clan mechs as some of them are just better than other mechs in their weightclasses. This is in the end a mulitplayer shooter, and a shooter with bad balance is bound to die prematurely. Since Clan mechs are matched 1 vs 1 against IS they have to be balanced as such. It doesn't matter how much Battletech lore you know, bad balance kills multiplayer games.
And I'm not asking for only what I want in this case, I'm asking for the devs to actually do what they said they would. And this engine heatsink destruction change is utterly meaningless and should be pointed out as such.

I guess you need to read better, since what's pointed out here is being given a clear advantage, not instant win which somehow a lot of people can't tell the difference between. Or maybe just enjoy riding the hyperbole train too much.
