My ping during the event: Solid 90's (yeah screw AT&T)...
Intended victim's ping (B O A): 53-57 at the BoM, 62 at EoM. (What his ping was during, I did not check).

Hmm, okay, here's what probably happened.
The intended victim's ping probably was either spiking at the time and thus caused the Hit-Reg issues.
Or....
The Server's ping, which is something different entirely, was attempting to move along other players with higher pings and thus had a "Lag" while you were hitting the target.
Either way, wonky hit-reg at it's best.

The terrain objects have tended to have "hit boxes" much large than the 'visible' object itself, also known as 'geometry' issues.
You can peruse my YouTube MWO Bugs channel for examples of other hit reg issues with terrain and otherwise...
