That's a bit more important. Still only 16 HP, but that's a start. Same leg IS as a 35 tonner!

That's more than enough. You don't plan to stick around to use them.
20 rounds per second, 1000 rounds, that's nearly a full minute of constant fire. I don't imagine you do that when you mount an ERLL.

I expected Medium laser buffs. Most people mount MPL, SPL or ML on the things. Close range skirmish with Recon. Sorta mop up.
They're sorta pushing them into long range recon sniper, where there's this Sliiiight issue where if you fire a LL in a Locust,before the beam stops you tend to have two gauss shells through your sunroof. I:

I imagine that at least one variant might get a Medium Laser buff, given that PGI/Russ wants to have different variants better for different loadouts.

But its far too early to draw a lot of conclusions from one "subject to change" set of quirks for a tier5 20-tonner
