Absolutely. That isn't making any sense to me. It also means, for example, that if a tier 2 mech had JJs and ECM, then it simply wouldn't get quirks, as if it were tier 1. Either it shouldn't get quirks, and should have been categorized as tier 1, or it should get quirks, and the JJ/ECM rule is mucking things up. As mentioned, nothing on the 3L's stat sheet would prevent it from being tier 4, other than having ECM.

I'm not really looking forward to the GI quirks.
Gauss, MPL, SL, SRM? none of that is appealing to me unless they give it some serious Gauss love. The RT structure quirk is probably a given.

I think Russ has heard this loud and clear. I haven't read anything from him on it, but I would bet he is going to address it. He will either explain it or change it.
