On the other hand, giving developers permission in advance to launch shoddy and incomplete work isn't really a better alternative.
What we should be striving for is quality work delivered on time. We should remember that CW is effectively two years late.
So I'm not prepared to tolerate in advance a lot of bugs. I'll accept balancing issues as being legitimate, because it's hard to get balance right in the design stage. Bugs, on the other hand, are minimizable through proper commitment to quality control, and testing.
In any case, I am looking forward to finally seeing CW after all this time.

Actually, I have. I don't code any more, but I am a VP of one of the world' biggest software development companies.
Thanks for playing, next contestant please.
I would usually agree with you, except that, as we have seen through the history of MWO's development, PGI just use the Beta tag as an excuse for not getting things done properly or on time.
That is, they don't Beta software in the way that Betas are intended to be done.. with segregated production vs Beta populations.
There really has only been one beta in MWO, and yes it was weird to be playing a game with the "Beta" tag on it even though it was finished. However, I think you should drop your guard a little and be more open to the new path PGI is on. I am by no means trying to be a white knight or fan boy, just someone who believes in giving people another chance.
PGI has really proven themselves lately and have improved in many ways. I have been around near the beginning in closed beta and have played through the ups and downs of MWO. I think that people should take what Russ/Paul posted at face value, that CW open beta will be just that - an open beta. If the majority of MWO players want an in-depth, truly fun and engaging CW experience, then we should do our best during any beta phase to help with bug detection/reporting as well as relevant and productive feedback. If people have been complaining about not getting the MWO experience they have "been promised" (not referring to you Appogee, just players in general), then now is your chance to contribute and do something about it.
Cheers
