I'm getting intermittent (60-70%) packet loss to
192.99.146.32 (10-30% packet loss)
198.27.73.188 (80-100% packet loss)
198.27.73.175 (40-50% packet loss)

I'm in the UK & for most of a day say GMT 7am to GMT 6pm, my ping won't go over 150 & is often below 100, making MWO a joy.
However, after about 6pm, seemingly every day, I flick from good ping to 600 ping, I'll get one to two good matches, then a bad match, then repeat.
I've looked into things my end as far as my competence will allow & not found anything remarkable & nothing that would explain the variance. It's manageable as is, but given that others are experiencing ping issues I figured I'd add to the list in case my own slice of weirdness adds to the overall picture.

It is just the primetime data throttling that the US Peer Networks (that you are being routed through on the way to Canada) do.

My ping has been stable for a while now, but it is still 30ms - 40ms higher than it was before the server move.

about a week ago I was down to 80ms for an entire day, the next day back to 100-110. was nice while it lasted!

Well, unfortunately the PGI servers were moved far to the East, so So Cal is almost as far away from the servers as some parts of Europe.
