For all we know these are false flag units working for Clanners trying to get us to waste resources and not coordinate.
We need an official ceasefire option between factions, decided by the biggest faction official house units. Mercs get plenty of perks, deciding a bit of house diplomacy should be in faction loyalist domain.

The problem I see with this is, who gets to determine when the ceasefire ends? Does the ceasefire ending need to be declared? If one faction wants to be shady and say "let's have a ceasefire" and then a week later go full bore assault against their ally, they should be allowed to. If factions are organized enough it is generally pretty easy to just defend against random pug attacks and focus concentrated attacks on enemies.

If an organized group drops against a faction they are supposed to be at peace with, the defending faction still sees who is attacking them. For example, Comstar Irregulars attacked a House Kurita planet (they missed the ceasefire memo) and we immediately had players report in our forums that CI broke the ceasefire. It is pretty easy to tell if you are being attacked by an organized force or a handful of solo players who don't know anything about the politics of CW.

Absolutely - but the point of ceasefires is to close borders. If you all grouped up with alt accounts, made a merc group called 'Davion Stinks' you could accept a Davion contract and set about, with great intent and determination, attacking Steiner worlds in earnest. This would effectively draw Steiner units to defend it, eliminating the whole point of the ceasefire. Clanners could do the same thing. In reverse any Clanner alliance could be hamstrung this way by IS units who have total more players to spend.

There are only very weak units defending the FRR like [Redacted], these can be taken out much more easily than Ghost Bears or Davion.

It should also be noted that the Davion population is probably the highest of all the IS houses since they are 'classically' the protagonists of the universe.
As a house, the DC has lost more worlds to Davion than any other faction. Kurita needs to pummel the crap out of them until they retake lost worlds and Davion stops fighting us and help against the clans.

Couldnt you take them when the Clans have been pushed far enough back with a good margin instead? Right now Clans should be the focus, not squabble over a few planets that you rather could grab back (or given back if there was an function) when the threat is over.

Steiner is allied with Clan wolf and Davion, those 3 are fighting all their IS neighbors they can reach, which are Kurita, FRR, Marik and Liao.
In addition Clan ghost bear (largest clan faction) is attacking the FRR and Kurita, the Clan smoke jaguars are attacking Kurita as well but have no border with any other IS house.
What is left of CJF has only a single world they can attack, it belongs to steiner and is defended almost exclusively by pugs and Davion units.
The clans are not fighting each other outside of a skirmish or two.
The FRR, Kurita, Marik and Liao are not fighting among themselves in any combination or form.
This is how the lines of fighting and not fighting factions are in CW at present.
