Weird, because the Liao/Marik border has been quiet for 2 weeks after we agreed to a Non-Agression Pact, and it only took a day or two to spread the word amongst all the merc/loyalist units, after that, the problem corrects itself because individual PUGS get no action as they are sitting in empty queues.
Also, it's not 1 unit, I know that almost every house has a council of sorts, comprised of most of the units of that faction, that are capable of creating a consensus of thought, that trickles down to the rank and file.

The general idea was for everyone who was still playing over the holiday, to go fight on the Clan border and help aid in stopping the advance of the test-tube babies. It was for the good of the entire Inner Sphere.

That's why I asked the question.
The CoC dates from a time when the game was just a 12v12 murderball that had absolutely no repercussions on the larger meta-game. The battles were meaningless beyond stroking a KDR Epeen, now that there is a larger game at play, some new ground rules need to come into effect.
Like, Steiner may or maynot be happy with the False Flag operation you're bragging about, If your actions run contrary to the goals of the House at large, what options does the house have to prevent you from doing it?
That's why questions like that need to be asked.
