pre-quirk dragons were fine. especially the fang with an ac/20.
and the locust still isnt viable even after quirks, so it doesnt apply.

The vast majority of pre-quirk Dragons were atrociously horribad, and only a few loadouts could be considered "adequate" at best.
The point is, saying that "Oh, you just gotta play it different! It's the pilot not the mech!" is silly because some mechs are simply inferior than others no matter how magically good the person sitting in the pilot seat. Somebody who manages to get an uber high score in a sub-par mech has the physical ability to simply put themselves in a better mech at any time.
And I don't want the lovable trashcan to end up like that. Hence why I think it should be roughly on-par with Clan light speed.

i dunno about atrociously horribad. The dragon was average. but it was never on the same level of bad as the locust.

It was indisputably the worst heavy for the most part, with perhaps a few very very specific loadouts beating the Thunderbad (which was probably second worst).
Of course it wasn't Lolcust bad, but beating the pre-quirk Lolcust isn't a very difficult feat to accomplish.

When I ran a Battletech campaign, my players learned to dread them. Ambush tactics, ghetto jump jet dodges, and the infamous 20kph flanking maneuver laid low a surprising number of state-of-the-art Heavies.

Sadly, you can't in this game - in Battletech if you didn't have lower arm actuators (jagermech) - you can reverse the arms and fire.
