Yes, your unit and those you work with can decide not to attack available planets. But, the small units, solo players, and other units that wish not to work with you? You do not talk for them, even if you have the majority of your Faction's units backing your diplomacy efforts.

If I was the first person to join a faction, and then got to be the one always choosing what attack lanes folks could or could not use, people would be pissed! "How dare this joker tell me how to play the game!". Stop trying to force people to play your game, it will never be an option.
Again, we have the power. The power to collaborate for our common goal, or the power of doing our own thing and possibly leading to defeat or cause trouble to our faction as a whole. That is our free choice. However, i would strongly reccoment the first choice ..
Especially since a few pugs and small units alone would have a hard time achieving anything on their own, aside from "good fights". Besides, every faction atm is some kind of democracy (or maybe oligarchy?

), so everyone can choose but we need to be united in our purpose. And another principle of democracy is that you follow the decisions of the majority, even if you do not agree with them. Otherwise, there is only anarchy, and you see which annoying things it brings
