I agree Jin, but the unskilled light mechs are what is standing between you and your ilk from taking over our planets. LIGHT MECHS FOR THE WIN!!

The likelihood of HSR being fixed in a timely manner is rather low.
I honestly think slowing down lights is the best possible idea for now. Once HSR has been addressed, lights can be be made faster once more.
I rarely see clan light pilots complaining about their mechs speed. We have too many light pilots that rely on broken HSR.
(Spoken from a Light pilot that does not rely on 150+ kph to play.)

If you actually think light HSR is broken, go watch and ask these people if they have problems hitting lights.

It would certainly help things like the Atlas too.
Engine size affecting turn rate is a large part of why I end up running an XL my Centurions these days - gotta turn away fast to use that shield arm.

Perhaps make throttle effect torso twist rate?
0% throttle and you get full power to torso, 50% throttle 50% torso speed, 100% throttle and its really slow torso.
Doesn't exactly work well for lights. But would be a good mechanic for ol' Fatlas with a slow engine. Gets the advantage of better torso twist while standing still, full power diversion to torso.
