The WVR was and has been a good mech before and after quirks, you should try using Clan pulse laser if you want something to complain about. Our faster pulse laser (Clan Small Pulse) is .11 slower than the IS Large Pulse and they put out a ton of heat.
Actually, 7 (not counting the variants, just models as a whole, since you can swap pods), at least. There may be more that I missed.

Still, I preferred the LPL over the LL mainly for effects reasons.

That would be a god awful Stormcrow build and it would have Ghost Heat unlike the Wolverine. The biggest difference here that you are forgetting is beam duration--.67 vs 1.12.
.67 (BEFORE any quirks) is an insanely low beam duration for a weapon that does 11 damage. With a duration like that it is essentially an instant hit PPFLD weapon.

It would appear that in your example you don't take into account quirks... Half of the new quirks apply to LPLs.

Has the following: 411m range (447m with module), 5.0DPS sustained, 46% cooling ratio and 16.5s to overheat.
It is also extremely important to note that the burn duration is a mere 0.57s. That is almost half of what clan LPLs have. Much easier to apply that damage in a meaniful way.

About the WVR (which seems to have nothing really to do with your thread aside from being one less IS LPL quirked mech):
The IS LPL WVR was simply good. If you quirk it as much as the WVR did, it becomes OP. It's duration was nearly zero, its heat was low, it hit as hard as double gauss, and it cooled down (including charge time) significantly faster.
It was basically a ~580 meter energy double gauss on a medium mech.
I loved it, but I don't think there should be many mechs with strong LPL quirks.
