I think its biggest issue is just damage output.
- The durability is actually quite respectable unless you get hit by a 30+ PPFLD alpha, though I could see a bit of a nudge to their internal structure quirks.
- Their mobility seems acceptable if used as a second line troll mech rather than quick skirmisher like a "real" light.
- Their "fatal flaw" seems to be just not doing that much damage unless using a gimmick loadout like 2 PPCs.
I'd give the PPC variants more velocity and replace missile range with added missile cooldown for starters. The LL variant needs reduced energy heat badly, maybe give all 3 variants a bit better heat management. Perhaps a bit more cooldown on their energy as well. I could see a bit more internal structure on their gun arm if we need to.

There is a trade here: panther has low tonnage engine, but can have more weapon tonnage and good alpha.
That said, 127 kph isn't so ****** with its very good hitboxes. I do mistakes sometime, but when I play well with attention, my match results are always around 400-500 dmg, and not piloting as it were a firestarte, of course.
About locusts, in a lot of previous posts/threads, I've written that they are OP.... or better, they are OQ: over quirked!
They have insane quirks, and that's why it is relatively simple to do matches with insane dmg for a 20 tonner.
