The quirks itself would not just reduce heat but decrease time to hit with higher velocity. Mated to better cooldown, it allows for a player to fire off more salvos before needing to withdraw to cool down. Cooldown does mean higher heat due to less time to dissipate heat, but it also means less face time and better survivability.

More salvoes, less time to overheat, on a mech that already can't sustain fire to a fault.

Warhawks need better damage per ERPPC shot, mated to better velocity so they can cut down targets and damage targets before they close the range and over power the hot weapons it carries.
Faster Cool down is redundant, the mech cannot cool down fast enough to warrant the better CD. I have a CD5 mod, only because I cant get a Damage 5 mod for my CERPPC. the CD mod is enough of a boost to recharge speed to give decent ROF, but the heat is still to much.
