In effect (assuming no arm lock and all the proper actuators, and usage of a mouse), the arms move/target at the speed your mouse cursor moves, until they hit their envelope limit, while your torso is limited to the in game speed dictated by engine, quirks, coding, etc etc.

What doesn't make sense is that your arm reticle moves faster than the pilot's head, so now you have two reticles on the opposite sides of your center of vision, which is really, really stupid. The arm reticle should lock to your center of vision, or trail behind it if you turn faster than your arms can move
It's also kind of silly that arm lock also locks your pilot's head to the torso reticle.

I think there is button press toggle for free look that's independent of arm targeting.

Maybe try the tutorials to wrap your head around the aiming system. Everyone so far has indeed answer correctly.
You can turn where you look faster than your mech can turn. A mech's turn speed is limited by mech and skill unlocks. If you want your pilots view to be in line with your torso weapons, enable arm lock. This should prevent the visible "lag" in torso movement.
