Just a last thing to check... have you bothered to actually open up a side panel and look at the GPU fans themselves under different settings on your Precision X controller? You won't likely see it speed up, but you will hear it ;)

Yep, cleaning the inards was the 1st thing I did. I do hear is ramp up and down on a call for cooling. Everything is running pretty well right now. I'm going to try and get some more time out of the GTX-650ti before I upgrade.
