I have read that there is something you can do to your engine called a speed tweak and I was just wondering how to do that?

Own three variants of a chassis and earn XP through matches to unlock the efficiencies in the pilot tree. You will have to get basics on all three before going on to the elite efficiencies, which is where speed tweak is.

You unlock it with EXP for that mech variant.

But its an elite skill, so you need to basic 3 mechs from the same chassis to unlock the elite level.

So remember if you want to buy a mech and unlock all the "skills" efficiencies(HIGHLY recommended) you need to buy 3 variants of each chassis.

One you unlock all the ELITE efficiencies, you get double the BASIC efficiencies which is very nice as it increases cooling, agility, and speed.

Also, on a related note:
Dont spend GXP on mech efficiencies, save them for modules

Here is video showing you where to find the skill trees and how to unlock them:

And just to be 100% sure, you need 3 DIFFERENT variants of the same mech to do this. No matter how much you like that Jenner-F for instance, you'll need to do both the Jenner-D and Jenner-K (or the Oxide) to get access to those Elite skills. Buying 3 Jenner-F's isn't going to cut it. (I've seen this go wrong with too many new players, not to emphasise it in this post).

Does it matter if I change the load out of the 3 different variants of the mechs that I buy? I have a TBR-C so I would need to buy for instance a TBR-D and a TBR-PRIME, could I then put the same load outs on all of them and still get credit or am I required to use the stock load outs?

You could, provided they read as TBR-D and TBR-Prime, separate from your TBR-C. (Each would have a unique center torso).

Any suggestions on which 2 of the TBR- variants I might want to buy?

almost, the C has a CT energy hardpoint which the Prime and S varients do not, the S has a fixed Jumpjet in the CT but other than that you can just swap over all the omnipods and you can run a near identical loadout on all 3.

but they must start as different variants.
also due to lack of Omnipods this will not work for IS Mechs

the S has Jumpjets, so if you want to fly take the S (or at least one of its torso omnipods, jumping is still pretty good with 4+ jumpjets),
the Prime has a CT ballistic only good for a single MG or UAC2,
A C and D all have CT energy hardpoints, otherwise it is all down to what weapons you want to use,
if you want 4 Missiles with Jumpjets take the S
if you want 4 missile hardpoints without Jumpjets take the D,
the Prime has 2 energy hardpoints in each arm
you can have a maximum of 3 balistic slots if you put the S Left Torso on the prime, that potentialy gives you 4 lasers, 3 missiles and 3 balistics,
the A has a torso containing 3 lasers

look them up here

And in even more important addition to my earlier warning. a Champion mech variant (denoted by having a 'C' behind its mech variant name) is NOT considered a separate variant!! So staying with my Jenner example the Jenner-F and the Jenner-F (C) are exactly the same mech for the purpose of different variants. (Champion variants come pre-upgraded and have a 30% xp-bonus, this is their only difference).

Lol! HELPS your teamates. I didn't realize I misspoke there. I'll make sure I fix that when I do the remake for the improved UI that's coming.

The C, D and A have CT 1E. This makes them generally best.
The S has a single CT JJ which opens up some options unique to it.
The Prime has a CT 1B, which is pretty much pointless.

For CB, I'd get C,D and S
