His number is somewhat hyperbole. I think he meant that there's a 20% increase in burn time and there's a 20% increase in heat generation. So from his POV it's a "40% change from what was". He's not really taking into account that the increase in burn time will decrease Heat-per-second some, so the change in cooldown is not fully additive.
That's why I said it's more like 25-30%.
The more important issue is, a 20% increase in burn time; in a game that already can't track laser hits to save itself, and requires an additional 20% face time for a mech; is actually a pretty huge change. So not only is it a DPS reduction, it's also a survivabilty reduction.
So it's back to Gauss and PPC or all SRMs in public queue and even less people will play CW. Mission accomplished?
Not heat generation -
cooldown! I.e. the time, needed for weapon to become available again after being fired. You should clearly understand, that DPS = Damage / (Duration + Cooldown). Therefore nerf to both Duration and Cooldown -> double nerf to DPS. Yeah, it improves heat efficiency, but indirectly. But at the end it's just plain 40% nerf to lasers' DPS.
