Its not that they need to code anything new. Like new maps, new ships, whatever.
Just load damn different xml file.
The cheapest feature that I could think off and that would bring massive new quality to the game in exchange.
Not to mention all happy BT fans that founded that game.

Stock mechs, trial mechs, and mechs that are not fully tweaked would be barred from entering Community Warfare.

I'd rather have PGI focusing on scaling up the game, bigger maps, more role based mechs, electronic warfare, and teamplay. A game where Assaults are utterly powerfull but fewer in numbers, and lighs no longer act as the point of the dagger in every attack... Then PGI could remove GH and all this tweeks to make the mechs work in the current arena style maps.

You simply do not know about what you are talking about. We know, as we play in Stock since privet lobbys implementation to this game.
All mechs are perfectly viable and playable in Stock Mode. All mechs are different to play. All mechs have Soul brutally ripped off in Full Custom Madness Mode.
Saying that, all things that you mentioned about gameplay are in fact very a live in Stock Mode.

In addition to splitting up the playerbase, the balance would be so utterly terrible its not even funny. The number of viable 'mech chasis could be counted on one hand. How is something like the stock Jagermech-S with its single ton of AC2 ammo for 2 cannons (absolute damage potential with all ammo before having only two medium lasers left is !450!) supposed to fight the almost meta SCR-Prime?
Ask yourself, how many 'mech variants would actually be worthwhile picking without putting yourself at a massive disadvantage...

That said, of course, HBK-4P will rule this battlefield. So I think a better stock mode should give random mech assignments. This also makes matchmaking much easier/faster.
As for splitting the playerbase, this is a weak argument. Players leaving because they do not like the non-battletech (i.e. custom designs) aspects of the game splits the playerbase far more, permanently.

From what pool are the random mechs picked from? All the chassis you own?
If yes, does that mean guys wanting to play your stock mode have to sell all chassis with bad stock lockout to remove them from the RNG?
Your entire idea of a stock mode does just not work due to the terrible imbalance of the tabletop builds in this setting....

Not sure from where RedMercure came out that 4P will be the only meta. While probably strong is no way better then any other hunch for an instant example.
But yeah world is not perfect. There is like one mek that will be a lol mek, but is lol mek in TT as well SHD-2D.
Nyuuu we played this count less times, don`t you think that we know better what are we talking about, as we tested the damn thing.
Hopefully soon they will add Stock Button to privet lobby, so anyone would easy test it and see it on they own eyes. As people seams to just not believe, be cause they are so used now to full custom meta chase madness that they can`t imagine other world, other better different true battletech world.
And believe it, we are many. Some went off, but they will comeback and they will comeback only for Stock Mode.

First of all, balancing among stock chassis is horrible. Some are walking scrap metal, while others are really good. So to make this work the game would need a much more sophisticated matchmaker. It would also be incredibly frustrating due to waiting times, because it is a mathematical necessity that the number of people in matches will almost equal the number stuck in queue.
If you want stock mech only matches, just get two teams in private lobbies together and use stock mechs. You can already do that without messing up the game for everyone else.
