There enough over-quirked crutch mechs already, we don't need more of them.
As I said, there are other mechs with 2 high arms that still need some quirks to make them decent enough. To expect the Dragon to somehow be an exception with just 1 high arm would be a mistake. Lowering quirks makes sense, just remove everything is very heavy-handed and quite obviously the wrong way to go compared to other mechs.

and secondly, even though it wouldnt have the quirks, the arm being raised would change how the mech is played, possibly even removing the need for quirks depending on how well it worked

This looks great.
If they nerfed the quirks to a reasonable level, raised the arm and made the CT narrower while making the Side torsos wider i'd buy the Dragon for sure.
But as another said before....chances of PGI remaking any mech to such a degree is very small indeed.
Jenner/Dragon center torsos and Awesome side torsos will remain the way they are because PGI won't allocate resources to remodel them.

That being said, I do think the idea in the OP is a very cheap and good compromise that would probably make a lot of Dragon-enthusiasts happy. It would be nice to see such an iconic Kurita mech being used by Kurita players in MWO.
Not to mention that a combination of high ballistic mounts and high energy mounts would probably make this a good enough sniper that PGI could potentially turn it into a well-rounded mech with good energy AND ballistic quirks, instead of a one-trick pony.
This is totally personal opinion but I love how the Dragon looks. I even like how it plays (mostly the Flame) and I've yet to touch the 1N just because it'd make me feel gross.

The MWO design was corrected from that iteration to the current one when it was shown that the BattleTech record sheets indicate that the standard Dragon variants do in fact have a Lower Arm Actuators in their Right Arms (and that the original TRO art was just straight-arm aiming/shooting).

I am Kurita.
I love the Dragon.
It was once the worst Chassis.
The Dragon 1N is now the KING of DPS.
So there is nothing to see here. Please be quite or she will get the nerf bat.
I like the idea of a redesign, but the quirk would really have to be altered.
( the only 1400 damage, 8 kill games I've had are in Dragon 1N's, and I own 150+ Inner sphere mechs and have many, many, many thousands of drops, so the Dragon is in the 'right state' if you ask me. )

If anything that's a pretty good reason to keep the quirks because you'll be missing so much more.
Raising the arm and losing lateral arm movement pushes the dragon to operate at a further distance. You can perform peak shots effectively, but up close you're dependent on your torso twisting, and that's not easy to do with a rapid firing weapon and the dragons relatively slow torso twist.
If you want to balance the dragon at long ranges, all you have to do is reduce the travel speed on the AC/5, making it more difficult to land a shot at longer ranges.
If you still need to balance the dragon at shorter ranges, all you need to do is slow down torso twisting.
Raising the arm would be good, but the quirks need to stay. It would just be too junky without them.
The dragon has all of it's eggs in one basket with those quirks. You take out the right arm with dual AC/5's and it's silenced. When I run with mine, it's obvious people understand this because my right arm is always the first to go.
