Except that you are forgetting that this is the internet. Players will find a reason to complain about something. They did actually put different reload times with IS vs Clan on some weapons if I recall. I do remember Clan gauss had a higher reload time than IS did a few patches or more ago. Clanners didn't like that. So it's actually not that easy to do when you can't make everybody happy with even the best efforts.
