Maybe. I think the heat system would be the biggest problem. It would probably need to be based on the action point system, so firing weapon X costs y action points (heat). Cooling could be represented by getting back action points.
You'd probably need to use the full heat scale (30 points) for the action points, and program in a hard limit that an individual weapon can only be used once in a round (though when multiple of the same weapon are present you should be able to fire them all). You'd also need to incorporate the heat penalty system somehow. Maybe temporary debuffs based on the chem addictions.
Kicking, punching and hand held weaponry is already nicely incorporated...special pilot skills could be perks, and you could start with traits like 'Clan Trueborn Warrior', 'Clan Freeborn Warrior', 'IS Noble', 'IS Merc' etc.......should be good!
