So basically it's just a modular base for utility/construction vehicles.

Also, Tennex: Wheels can turn in two directions. So if all the wheels on one side turn in the opposite direction of the wheels on the others side, it turns. You can also accomplish this while moving, by simply lowering (but not stopping) the rotation of one side.

In order to turn in this manner, it will have to slip wheels. Depending on the material, this would probably result in excess wear, given the supposed weight of this vehicle. If the material is very wear resistant, then it probably doesn't give good traction and so you may have handling problems in various conditions. So either you're replacing tires all the time (because you're driving this on surfaces that have a high coefficient of static friction with the wheel material), or you have very limited traction. Either way, I'd rather have a purpose built carriage that is able to turn and run regular tires so I don't have to travel at sub-sloth speeds to prevent skids.

Also, independent motors on each wheel is going to make this thing a lot more expensive and a total pain in the neck to repair.

TLDR; yes it can work, but not well. As far as an engineering solution, it's terribad.

In regards to the Atlas on the tower, Well if you shoot the instructor, they do tell you it's a simulation.

As a mechanic, I've found engineers tend not to give two ***** about how easy to repair a piece of equipment might be.

well it's not a vehicle (as we already found out, it's a bottom part of a some kind of lifter) because it lacks a cab for the driver

that actually doesn't make it not a vehicle. It's just a universal base for heavy commercial vehicles, but it's a vehicle still.
