Because even small %'s matter in the big picture. And you can't get the 2x bonus without basic/elites! Also master module slots ftw!

Yeeeeuuup. As I recall - I could be wrong, I wasn't here for the closed beta shenanery that landed us where we are now - the original intent of the skilltree was to provide nothing larger than a 5% boost. Stuff that'd make you feel a little better, maybe take the edge off, but which wouldn't drastically change the performance of the 'Mech.
We can all see where that idea went. Frankly, a tunedown of the skill tree is far and away the best choice for the "make fatbros fatter!" crowd that keeps wanting to divorce engine rating from mobility. If you spend ten extra tons on a huge engine you should by all rights be much nimbler for it; 50% boosts to your 'Mech's performance from neurohelmet hacks, on the other hand, are just a wee little smidgen less justifiable.

i dunno im not sure a atlas or dire wolf need to feel any more sluggish, even though current PTS has some buffs to agility (which is odd for any of those except the Boars Head)

By the same token, more-sluggish megafatbros would be contending with less agile twigweights. It'd be a universal game slowdown that would leave everyone pretty much where they were, but which might push pilots more into the medium bracket to get back the zippiness they were used to getting from up-engined, overksilled heavies.
Certainly worth some time investigating on PTS, eh?

Gotta raise the TTK somehow
Getting one shot as soon as the enemy sees you gets tired really fast

Would much rather see the devs take more time on the balancing and use the skill tree as a way for the players to select their style within each mech with buffs and appropriate debuffs - but player choice rather than a spreadsheet deciding how our mechs perform.
