I'm not sure of the level of access PGI has to newer versions of the CryEngine core.
For now, they have bigger worries. It's nice that you think you're informed - but you're asking for proof against what you think without providing any of your own. Is there any reason you think this specific project has exactly 0 issues in the way of this happening, outside of PGI's own technical expertise and abilities? What makes you feel so certain that PGI are 100% ready to go on DX12? The differences may be extremely large to the point where they'd have to change the architecture behind animations and mech skeletons etc., whereas this may not have been the case when they went to DX11.
Perhaps if the game looked like it did in early beta...
I run it on max settings on a i7-4720HQ/GTX980M (Roughly equivalent to a stock 3770 and desktop 780) laptop with 2x DSR and it never drops below 50fps.
Also, I recall reading that feature level support is going to be more important than whether or not the GPUs support the base DX12 API. For example, 900 series have feature level 12_1 support with some limitations but earlier cards don't.
