And how do we know PGI won't just decide to enforce their intentionally vague and all encompassing "infractions" for whatever petty personal bias they might have?
CCP anyone?
Is there a detailed write up anywhere about how they handle player submitted reports?
How many people review reports?
Does anyone cross reference the moderators to prevent bias?
What sort of information do they actually review (Do they watch a video of the match in question? Do they review stats for every game played that day? Do they simply take the reporter at their word?)

Seriously though, no one else thinks they should tell us who's going to be in charge of looking through all these reports?
Or just how much effort they go into to gather evidence and judge them?
Or how they ensure someone can't just PM their moderator buddy and get people banned for one of half a dozen vague catch alls?

Secondly, sometime, when I type good game, I am congratulating an enemy for a hard fought victory. Yes, even during a twelve to zero match I may have met a mechwarrior who, despite being overran tore apart half my mech and would have finished me if not for mine allies. Or mayhaps I'm congratulating my own team for being there and having my back.
Just because the game did not go well for you does not mean there aren't mechwarriors out there who did play a good game. If I do choose to single someone out for stellar performance, as I've been known to do, I would consider it rude to exclude the rest of their team by not offering congratulations to the side that assisted, even if by simply holding off my teammates.

Some say it to mock you, others to give a shimmer of respect or compassion. I sometimes apologise when part of a stomp. But that can be interpreted wrongly as well.

Had several 12-0,0-12's lately that were actually good matches. Feigns and counters then one team slips just a little and the other reacts fast enough to just flip the table over on them. Key word though is team (not necessarily group, but players that want to function as a team),

Sounds less mocking than good game. I'm thinking about the 12-0 wins/losses where either side literally falls over at the first sight of the enemy, not the decent fights that go one way and lead to a crushing defeat. The 'rolls' are not good in anyway and it does seem like mocking.

From mentions on this forums i am getting the idea that their customer support is one of the far too few redeeming qualities of the game/company. They surely do not want to add heaps of additional workload onto them.
Then there is the problem that this system is easily exploited. Ppl don't like being told what to do in any game. They do, however, like to punish other people they do not agree with. So the amount of "irrelevant/personally butthurt" reports is likely to be alot bigger than the amount of the valid ones.
And finally, there is the fact that PGI have told us exactly nothing about how they are going to handle these reports. No transparency at all.
Unless there is proof anything at all is coming from these reports (or that anyone is even looking into them), i will not expect anything from it. Also, at this point i am not convinced there even is any functionality attached to the client. Would absolutely not surprise me. And certainly no reason to be worried, they still want everyone to spend money.
