The only balancing factor there ever was with Clan tech was the IS' advantage in sheer numbers. In TT Clan unit BV was always much higher, forcing people to bring fewer units than the IS players.
Since PGI have stated that, for whatever reason, they can't get the 10v12 system to work properly, they've had to find alternate methods of weakening the Clans and strengthening the IS, while still giving the Clans their superior tech.
The IICs will without a doubt show how broken the Clans are compared to the IS. Clan technology mixed with the IS free construction rules is a min/maxer's dream, Regular Omnimechs were already easily min/maxed, the IICs will be even easier.

Jenner IIC: Arctic Cheetah rival, but likely to have bad hitboxes (inherit from IS Jenner).
Hunchback IIC: Stormcrow rival, better at ranged fighting (high mounts) but not as much of a ninja-brawler.
Orion IIC: Maybe a rival to the TBR/EBJ/HBR, the hitboxes and hardpoints will decide this. Certainly beats Vulture and Thor.
Highlander IIC: Probably fairly good, though unlikely to rival Dire Whale.

Not sure what you're on about if you think the Jenner IIC (o) Variant will be useless, its a better Oxide, and the Oxide is dangerous.

Karensky piloted Orion, and Highlander, best looking assault bar none. I really want to see how
Highlander will compere to Mauler, same tonnage, same engine cap, similar slots and weight savings
on weapons should grant me JJ.
I think lower end of package have potential to be more broken one, Hunchie IIC ware glass canons
if you can buff their armor with JJ, it will be an assault killer, Jenner...well, i can go hunt Cheetas with him,
and everybody else too..
We should get legendary clan mech (like King crab was)... Kodiak.

could be faster, could have more weapons - could be more mobile and have more weapons
only problem could be the hitboxes - but i don't think the Nova has really good hitboxes either.
