Ideally, you select a chassis you already own, and the game mode drops you in the stock model. Though if you have a few free 'mech bays is actually easier to buy a new machine and leave it stock than hassle with reversion.

The Mode selects the Stock Mech for you.
P.S. The Pool of 24 (6 in each weight class) would be decided by the players who would Vote in a Poll that lists ALL the 3025 Chassis and Variants. The Stock versions of the Top 24 become the random pool in that mode.

In fact someone should make a petition to ask if we can try that on the test server

Oh, we've sent him an entire proposal document detailing how a 3025/stock mode would be good for the new player experience and not detract too much away from the "another bucket" mentality. We've definitely tried.
But yes, if the whole community started rising in arms clammoring for it, it might gain some traction. I just don't see it happening otherwise. I honestly don't think this mode is wanted in PGI HQ.

Instead we get more mechs and some map reworks. Seriously PGI what drugs are you on? Games need to be fun and this game is starting to fail in that department. Give us something that actually changes gameplay..different modes and that keeps players , or makes new ones come back or old ones return....

I think even I would toss some money into the Stock-Mode kickstarter, along with Solaris VII, and maybe even the "add logistics and meaning to CW kickstarter".
Technically mech packs are supposed to be enough kickstarter type activity to fund the rest of the game, but they don't appear to be ramping up on that kind of staff or we would see an uptick in content that's not mechs when what we've seen is a bit of a flatline in content, while mech packs keep rolling out at a steady rate.
More programmers, less artists, mech packs can wait, while not everyone is going to be here by the time PVE rolls around. People won't leave if there's no new mechs for a while, but they will if there's no substance or actual content. Grinding out master on a new mech is not content.
